会议指出，各地要提高政治站位，充分认清中小学幼儿园安全工作面临的风险挑战，积极采取更加有力、更有针对性的举措，织密织牢校园安全防线。
会议强调，各地要聚焦关键环节，全面深化安全工作重点领域治理，重点做好以下工作：
一是深入实施心理健康专项行动，筑牢健康第一理念。坚持“五育并举”，全面推进“双减”工作。健全学生心理健康监测与预警机制，加强医校协同。分层分类开展学生心理健康教育，推进宣传科普，营造“人人关注心理，人人注重健康”的良好氛围。
二是深入实施学生欺凌防治专项行动，形成长效治理机制。对所有中小学校开展一次“起底式”大排查。面向师生、家长定期开展法治教育、防治学生欺凌专题教育培训。强化教育惩戒举措，健全责任追究机制。
